Given the growing use of the Internet among the Japanese people, there is a need to expand resources and means of communication with audiences and media consumers in this important Asian country. Accordingly, this article aims to launching a Japanese overseas Internet TV. At the first stage, 25 factors based on research literature have been identified as the most important factors in the launch of the Japanese Internet TV in the IRIB. Then, using the fuzzy Delphi technique, based on the opinions of 10 experts in the field of IRIB World Service and Japan, 11 factors out of 25 factors have been determined as the most important factors for studying the feasibility of lunching Japanese radio Internet TV. Next, the expert is given to each of the studied factors based on the level of the ability using a 5-point Likert scale, and finally their scores are modeled based on the radar diagram. According to the results, in terms of creating a communication channel with the audience in order to collect their opinions, availability of program list, and using professional videos and images are those factors which have a good level of ability to launch Japanese Internet TV in the IRIB, and the lowest level of preparation is related to professional speakers, audience identification and attention to the needs of the audience in the production of programs.
