The media are a very influential element in cultural diplomacy between countries to foster a shared cultural identity and to create convergence between nations. This study seeks the introduction of requirements of desired media cooperation between Persian-speaking countries (Iran, Afghanistan, Tajikistan) to develop media designs in the form of production and distribution of media products. In this study, by interviewing the elites, the necessary information was collected. Then, the qualitative data obtained from interviews with experts and media experts, especially experts and media workers in the field of countries who speak Persian; these data will be analyzed through thematic analysis method. In this regard, using qualitative research coding software (MAX QDA) data and codes are categorized into sub-categories and presented in tables. The themes are summarized in three main categories: “Strengths in the performance and media structure of the three countries, weaknesses in the performance and media structure of the three countries and necessities of favorable media cooperation between the three countries”. According to the findings, we can focus on the cultural and ethnic issues of Persian-speaking countries, producing and distributing media products in the domestic media of these countries. The process of media cooperation between Persian-speaking countries should be based on the creation of a support unit and a mechanism for the exchange of radio and television programs as a diverse and applied database for the production and broadcasting of programs for Persian-speaking audiences.
