Looking at the concept of soft power and public and cultural diplomacy, the present paper studies the most important Japanese world service media in terms of structures and strategies. Attempting to maintain its position as the third biggest economy in the world, The Japan state has planned to increase its soft power and its influencing on the world public opinion through codifying long-term strategies. Among the Japanese powerful media, the national radio-television NHK has a prominent place. Following 10-year activity of Japan's oversees radios, the setting up of English-language NHK-World TV in 1995 is a turning point in this media's international activity. Through examination of the Japan's oversees media activity, this paper provides the possibility to take advantage of this country's successful experiences for IRIB decision-makers and policy-makers, particularly in oversees area.
